Kevin is a twentry year career public sector attorney.  NORTE assists, reviews, and makes recommendations on thousands of law and motion matters.

NORTE is from a strong law and order family.  He has two brothers and a first cousin who are policemen, (one of them, Paul Hugerich is an officer with the Port Authority of New York and New Jersey). Another first cousin is a fireman.

NORTE  served a complete term on the California State Bar's Committee on the Administration of Justice (Southern Section) from 2004 - 2006  Appointees are limited to One Term.

In early 2006, Norte was appointed to the California Administrative Office of the Court's Trial Court Employee Working Group. The working group provides input to the Administrative Director of the Courts on the preparation, development, and implementation of the budget for the trial courts. The working group also shares information on other topics affecting the judicial branch and court employees. He served on that commttee for two years.


NORTE
proudly served as then-Councilmember Paul Koretz's direct appointee for 7 years on West Hollywood's Rent Stabilization Commission..  During state mandated vacancy decontrol, Norte delivered decisions evenhandedly with respect to both tenant and landlord rights.

NORTE was an instructor for The Administrative Office of the Court ("AOC")'s CJER/COMET/CLASS program, teaches on line classes for the entire 58 county Superior Court of California system. This includes courses in Civil Procedure deadlines, the elimination of bias, & the detection of substance abuse.


NORTE
is a member of The
American Institute of Certified Public Accountants (AICPA). Prior to working for the Court, he was employed at both Ernst & Young  in Century City and Deloitte at their 101st floor office of One WTC in New York.  With such a background, he brings a unique financial understanding to the legal process.

Administrative Tribunal of the United Nations.

NORTE
served as a Director for his Neighborhood Voting Center ("NVC")  on election days and worked on election days for the Los Angeles County  
Registrar-Recorder/County Clerk  (2003 - 2008.)


KEVIN was a non-unionized employee from 1992 - 1999 and worked without major benefits.  After management threatened to terminate all of it's long term research attorneys, those attorneys unionized to protect their jobs and the vital services they perform for the residents of California.  His employer sought dependence on low-paid, recent graduates. This would, in effect, have erased the cumulative and institutional memory that the experienced research attorneys possess.  Fortunately, for the employees and California residents, labor won a major victory and the research attorneys became part of the permanent staff.

 

In 2001 the negotiation team won important contract rights including the right to be re-hired into permanent positions.

KEVIN, because he maintains his membership in the AICPA agreed to be the AFSCME Local 910 treasurer and was the de-facto appointee as the Local's delegate to the Los Angeles County Federation of Labor, AFL-CIO.  He participated in the first ever Congress of Delegates in September of 2004.  


THE NORTES acting pursuant to a U.S. Treasury license issued to the Cuban Alliance Education Fund, Inc. delivered humantarian aid and assessed current needs of the disabled people in Cuba in May of 2004.

THE NORTES, as animal rights activist, annually volunteer for security detail at  The Humane Society's  annual awards ceremony,The Gensisis Awards. 

NORTE, as a community activist, brought an idea to the City of West Hollywood for a self defense course to address the rising problem of gay bashing in West Hollywood.  NORTE worked closely with the City of West Hollywood's Office of Public Safety, the West Hollywood Gay & Lesbian Sheriffs Conference Committee, the Los Angeles Commission on Assaults Against Women, and the Village Alliance Neighborhood Watch (which NORTE co-founded) to present "Show Your Strength--Self Defense for Gay Men" to a standing room only crowd in the West Holywood Park Audotorium on November 16, 1991.  The program was so successful that the City named it "Outstanding Public Safety Program" of the year and honored NORTE personally with a certificate of commendation.



As a result of an incident affecting NORTE's personal life he has become an advocate for better use of Proposition 63 funding and to establish an additional LA Homeless Court for the Westside. That led him to open a dialogue with representatives from the City of Santa Monica.  As a result of these conversations, he has focused his efforts towards improving the legal system in such a manner that the homeless are not treated as criminals, but realizes that for some, the individuals are victims of drug abuse and/or mentally ill.
